Where would you recommend for buying cheap and good wine?

There's no such thing as cheap, good wine in Singapore. There is cheap wine (from Singapore standards) and there is good wine but there is no cheap good wine in Singapore.
I guess we're not in Kansas anymore.

I'd basically agree with that.
There are places you can sit and enjoy some good bottles of wine and it won't cost the earth, but I wouldn't call it cheap. Personally I think places like Wine Connection and Strait Wine Company are good brands, both with a good selection of wine. Wine Connection probably is a bit better due to location (3 outlets in Robertson Quay) but Straits Wine Company is also available across the island (6th Ave, Rail Mall and Serangoon to name a few).
To buy wine from a retailer, then you've really got to look for ones with a discount on a particular brand you like. Cold Storage sometimes have some good offers, then it's down to the wine merchants, both the stores and the online ones.
