What we actually need is a sort of waggling fishing rod that only appears once the actual fish is hooked. It should also be graded for the standard of bait used, obviously artificial lures require much more skill than live bait.

But you can't put the gone fishing thing into the first post otherwise your intended prey will see it and avoid the bait. And you can't put it in afterward since it looks like you've been caught out and only say gone fishing after the event, which makes you look like an idiot. You need one that you can put into your first post and have it linked to your intended prey. It then remains hidden until the intended prey bites (say within 24 hours).
